I have experienced first hand the problems that the last test phase brought about at some very "rude" hours of the morning! During the last tests both my GPS-45 and GPS III did work but were very sluggish to start up. I did not experience any problems with receiving a position but I had tons of problems with timing and getting a lock on the Oncore boards near some TV transmitters. Note the problems were very limited due to my situation of co-location with 80kw (+ antenna gain) of CH 67 video who's 2nd harmonic is right in the middle of the GPS band. I did speak to others in different parts of the country that had the same problem so this was not one of a kind but still limited. This is just a heads up, again most if not all the noted problems were with the use of the GPS as a timing reference, not a position reference but who knows this time around. XXX KNOWN FACTS ABOUT THE EVENT A USAF Space Command GPS system test for Y2K and EOW rollover was in effect at the time of the incidents using satellite SVN 27. This satellite was marked "unhealthy" to prevent GPS receivers (such as the RFTG) from being affected by the testing. SVN 27 was visible across North America during the time of the incidents. The final part of this phase of testing occurred on 5/1/99. FACTS ABOUT RFTG GPS RECEIVER OPERATION If a RFTG GPS receiver is locked to 3 or more satellites and one of them outputs a different time (as SVN 27 was during testing), it will not be vulnerable because the receiver will arbitrate the bad satellite out of its calculations. The receivers are made to recognize satellites marked "unhealthy" (as SVN 27 was marked) and ignore them, even if it is the only satellite they can see. OUR ANALYSIS TO DATE - UPDATED 5/27/99 At present, we believe the receivers that failed were locked on to SVN 27, did not detect it to be unhealthy, and did not have the required 3 or more satellite complement to arbitrate. We are investigating with the receiver manufacturer why the receiver did not respond as specified above. The receivers did not fail because of Y2K or EOW Rollover testing, but rather because they could not resolve the conflicting time/date information presented to them. MOTOROLA GPS RECEIVER DISCLOSURE - UPDATED 5/27/99 Motorola has acknowledged that their VP Oncore GPS receiver (used by the RFTGand RFTGm products), if locked to only one satellite, could fail to detect that satellite to be marked as "unhealthy". Also, if the receiver is recovering from flywheeling and the "unhealthy" satellite is the first satellite acquired, it could fail to detect it to be unhealthy. NEW INFORMATION - 5/27/99 The USAF Space Command has acknowledged that the second (and final) phase of testing is tentatively scheduled to occur 6/21/99 through 7/1/99 using satellite PRN 13. This test phase will mirror the first phase (4/23 to 5/1), therefore, similar disruptions may occur. PRN 13 will be visible during this period over most of the continental US, from about 15:00 - 20:00 GMT. The receivers are made to recognize satellites marked "unhealthy" (as SVN 27 was marked) and ignore them, even if it is the only satellite they can see. OUR ANALYSIS TO DATE - UPDATED 5/27/99 At present, we believe the receivers that failed were locked on to SVN 27, did not detect it to be unhealthy, and did not have the required 3 or more satellite complement to arbitrate. We are investigating with the receiver manufacturer why the receiver did not respond as specified above. The receivers did not fail because of Y2K or EOW Rollover testing, but rather because they could not resolve the conflicting time/date information presented to them. MOTOROLA GPS RECEIVER DISCLOSURE - UPDATED 5/27/99 Motorola has acknowledged that their VP Oncore GPS receiver (used by the RFTGand RFTGm products), if locked to only one satellite, could fail to detect that satellite to be marked as "unhealthy". Also, if the receiver is recovering from flywheeling and the "unhealthy" satellite is the first satellite acquired, it could fail to detect it to be unhealthy. NEW INFORMATION - 5/27/99 The USAF Space Command has acknowledged that the second (and final) phase of testing is tentatively scheduled to occur 6/21/99 through 7/1/99 using satellite PRN 13. This test phase will mirror the first phase (4/23 to 5/1), therefore, similar disruptions may occur. PRN 13 will be visible during this period over most of the continental US, from about 15:00 - 20:00 GMT.
