ITAMSAT IO-26 opened to APRS use

Last night after successful ending of the onboard checkout, ITAMSAT
ground controllers have switched ON the digipeater function.
Immediately many stations over Europe started to use IO-26 to repeat
back their UI frames and to make APRS tests.
